Pressure, flow, and restriction are different
Pressure is force, measured in pounds per square inch. Flow is the amount of water delivered over time. A house can have acceptable static pressure at a nearby faucet yet deliver too little water to the refrigerator because a small valve is partly closed, tubing is kinked, or a filter is restricted. Conversely, a quick burst from the dispenser does not prove pressure stays stable during an ice-maker fill.
Slow water does not prove you need a booster pump, inlet valve, or new refrigerator. Inspect the visible path and run a timed flow test before measuring pressure.
The specification to use
